세계은행(World Bank)을 비롯한 다국적 개발은행은 매년 국가 개발 프로젝트에 수천억 달러에 달하는 자금을 지원하고 있으며, 코로나 바이러스 대유행 기간에는 개발도상국의 보건의료개선을 위한 자금을 적극적으로 제공하기도 했습니다. 다만, 이러한 자금 지원 시스템의 일환으로, 세계은행은 부패, 사기 및 담합 등에 대한 혐의를 조사하고 제재를 가할 수 있는 부서를 두고 있습니다. 전 세계적으로 코로나 바이러스의 유행이 진정되는 포스트 팬데믹 시대로 접어들면서, 세계은행의 조사 및 제재는 더욱 강화될 것으로 예상됩니다.

우리나라 기업들도 개발도상국에 진출하면서 세계은행이 융자를 진행하는 프로젝트에 참여하게 되는 경우가 다수 있는데, 이때 부족한 정보와 경험으로 인하여 세계은행의 조사에 대한 대응 및 후속 조치에 어려움을 느끼는 사례들이 발생하고 있습니다.

The World Bank Group and its affiliated multilateral development banks, i.e. Asian American Development Bank, Inter-American Development Bank, European Reconstruction Development Bank, Asian Infrastructure Investment Bank, finance development projects all over the world valued annually in the hundreds of billions of dollars. During the Covid pandemic, these banks were actively providing financing to developing countries to address health related needs. As part of their mandate, these banks have departments that investigate allegations of sanctionable practices, e.g. corruption, fraud, and collusion, and inevitably may ramp up their investigations as the Covid Pandemic appears to be subsiding worldwide.

A growing number of Korean companies participate in various projects in developing countries that are financed by the World Bank. Unfortunately, due to insufficient information, these companies often face challenging situations when preparing and responding to the World Bank investigation.

This seminar will address what you need to know about these investigations, how to prepare for them and also how to respond to them when you are under investigation.
