Mr. Kwang-Bum Lee joined Shin & Kim after his 31 years of service with the Korea Automobile Testing & Research Institute (KATRI) under the Korean Transportation Safety Authority. As a leading expert in the field of vehicle safety, homologation, defect corrections, and relevant laws which apply to the same, Mr. Kwang-Bum Lee served in various senior positions at KATRI, including head of the defect-investigation team, homologation-inspection team, and research-planning team, before retiring from public service as vice president of KATRI in August 2020.
During his early days with KATRI, Mr. Lee managed establishing various testing buildings and equipment for safety evaluations and systematizing the Korea Motor Vehicle Safety Standards and detailed regulations under the Motor Vehicle Management Act. With the development of KATRI as the authority overseeing vehicle safety, homologation, and defect correction, Mr. Lee comprehensively engaged in and supervised all matters covered by KATRI, including the enactment and amendment of vehicle related laws, homologation, recalls, and defect investigation. In addition, from 2007, Mr. Lee began to oversee all aspects of hybrid and electric vehicles, and hydrogen fuel-cell vehicles, with his involvement in the research and development on safety evaluation for hydrogen fuel-cell vehicles. Since then, he has become an expert in this field with his experience at home and abroad on establishing safety standards and detailed regulations on the safety of high-voltage system and driving batteries, risks of leakage of high-pressure hydrogen, and activities as a Global Technical Regulation (GTR) expert.
Particularly after 2012, Mr. Lee he began to head defect investigation and homologation matters within KATRI and built up the systems necessary for active and effective defect investigations. He also contributed to the improvement of the homologation process for small-sized vehicle manufacturers when he supervised the examination of technologies and safety inspections for such manufacturers. In 2018, Mr. Lee concurrently served as head of KATRI’s defect investigation team while serving as head of its research-planning team, and supervised all investigation and recall processes relating to defects.
Since 2019, Mr. Lee contributed to the continuous development of KATRI by establishing a mid-to long-term development plan as head of the research-planning team and concurrently as vice president of the KATRI. He also served serving as chairman of the KATRI Development Committee and supervised the overall business and operation of the KATRI.
