Mr. Soon-Youl Kwon is a partner at Shin & Kim and his practice focuses on antitrust, tax, administrative dispute, criminal litigation and civil execution.

Mr. Kwon passed the national judicial examination in 1999 and then completed the training program at the Judicial Research & Training Institute in 2002. Upon completion of his military service as judge advocate, he started his public service as a judge for the Incheon District Court in 2005. Throughout 18 years of his distinguished service as a judge, he worked as a judge for the Seoul Central District Court and the Ulsan District Court, a presiding judge for the Eastern Branch of the Busan District Court and a professor at the Judicial Research & Training Institute. In 2023, he retired as a high court judge at the Seoul High Court.

Mr. Kwon was in charge of warrant issuance and criminal litigation in several courts and also as a high court judge dealt with numerous appellate cases in criminal matters. He also adjudicated a wide array of tax and antitrust cases at the administration division of the Seoul High Court.

Mr. Kwon also has great expertise in civil and criminal laws and civil execution laws acquired from years of his teaching career. He served as a professor at the Judicial Research & Training Institute, where he lectured on preservation litigation and civil execution law, and also taught prospective lawyers civil and criminal practice as an adjunct professor at multiple law schools.

Mr. Kwon graduated from the Law School of Seoul National University, completed coursework at the Graduate School of Law (majoring in tax law), and completed the 31st Judicial Research and Training Center. He completed the Stanford Law School Visiting Scholar program in the United States.

Mr. Kwon participated as an author of administrative tasks to be published in the courts in 2023 and from 2018 to 2023, he was in charge of civil execution law lectures during the training course conducted by the Korean Bar Association for attorneys who passed the bar examination.

• Advised on a civil lawsuit against a telecommunications company on the grounds of violation of the Act on Labeling and Advertising
• Advised on a criminal case concerning the total number of enterprise groups due to violation of the Capital Markets Act
• Advised on a trial seeking a warrant related to fraud in the course of recruiting members by the head of a regional housing association

Career Experience as a Judge

• Oversaw a trial on whether the head of the Group was involved in unfair support practices between affiliates
• Oversaw a trial on the disposition of the Fair Trade Commission on the allocation of contracts between affiliates
• Oversaw a trial on the disposition of the Fair Trade Commission in relation to whether intellectual property rights were exercised in a lawful manner
• Oversaw an administrative litigation and suspension of execution related to restrictions on qualifications for participation in bidding of inappropriate business entities
