Mr. Moonkyung Kang is a partner at Shin & Kim and his practice focuses on antitrust, tax, labor, public law (administrative) litigation (e.g., land expropriation), criminal litigation, and civil litigation involving corporations.

Mr. Kang passed the national judicial examination in 1996 and completed the training program at the Judicial Research & Training Institute in 1999. Upon completion of his military service as judge advocate in the Republic of Korea Navy, he started his public service as a judge in 2002. Throughout 20 years of his distinguished service as a judge, he worked as a judge for the Seoul High Court, the Busan High Court, the Gwangju High Court, the Seoul Central District Court, the Busan District Court, the Daejeon District Court and the Changwon District Court and a research judge for the Supreme Court, and retired as a high court judge for the Seoul High Court, and then joined Shin & Kim in 2023.

In district courts, Mr. Kang dealt with a wide variety of cases, including warrant issuance, civil applications, auction cases, and criminal matters for collegiate courts (corruption cases) and single judges. After serving as a research judge at the Supreme Court, he was appointed a high court judge at several high courts, where he was the head judge of contentious, high-profile criminal cases, such as bribery and manipulation of state affairs, and further handled a whole array of cases in civil, criminal and administrative litigation. In particular, he dealt with numerous cases concerning antitrust, tax, labor and land expropriation as the presiding judge and high court judge of the administrative division of the Seoul High Court.

• Represented an information technology company in a case seeking cancellation of the disposition issued by the Yongin City Mayor refusing the construction commencement filing for the construction of a data center
• Represented Changwon City in a case seeking cancellation of the disposition issued by the Busan Jinhae Free Economic Zone Authority cancelling the designation of a project operator
• Represented a wedding company in a case seeking cancellation of the disposition issued by the Korea Rail Network Authority refusing the execution of a private contract to use the wedding hall within Cheonan Asan Station, a state-owned property
• Represented a domestic mobile carrier in a civil claim for damages filed by its users on grounds that the mobile carrier falsely advertised the speed of 5G services and violated the contract
• Represented and defended an MVNO indicted in a criminal case for allegedly activating the user’s cell account without confirming the user’s intent, thus violating the Telecommunications Business Act
• Represented and defended an insurance agency indicted in a criminal case in connection with the Fair Trade Commission fining major domestic insurance companies for colluding in LH's package insurance bid
