Mr. Young-Ho Kim is a senior advisor at Shin & Kim and mainly practices in the areas related to the government, the National Assembly, local governments, public institutions, and their members.

Mr. Kim supported the activities of lawyers based on his long-standing experience in public office and various networks and played a key role in establishing the legislative affairs legal service at Shin & Kim in the late 2000s. Additionally, he advised attorneys who were representing the government, local governments, public institutions, or their members or if government affairs were involved when the attorneys were representing domestic and foreign companies. Recently, as a member of the firm’s ICT group, Mr. Kim has been advising on the growing sector of personal information protection.

After completing his master’s degree in public administration at Sungkyunkwan University and at USC, Mr. Kim obtained his Ph.D. from the National Graduate School of Public Administration at Sungkyunkwan University and was awarded an honorary administrative doctorate at Daebul University. In 1976, he began his public service by passing the 18th Administrative National Exam, and after completing his military service as an Air Force officer, he served as an officer at the General Services Administration, a Seoul Olympic Organizing Committee’s speech resources officer and follow-up personnel officer, the Ministry of Government Administration’s director of Education and Training Division, secretary for the Minister, and director of the Organization Planning Division, an administrative secretariat at the Embassy of the Republic of Korea in the United States, the investigation director at the National Grievance Committee, the administration management director at the Ministry of Government Administration and Home Affairs, the Vice Governor of Chungcheongbuk-do, the secretary to the President and Director of the Planning and Operation Office of the Government Innovation Decentralization Committee, the Secretary-general of the Civil Service Committee, and the Vice Minister of the Department of Public Administration and Security.

In 2009, Mr. Kim was recruited as a senior advisor to Shin & Kim, and in 2010, he served as the President of the Korea Cadastral Survey Corporation (currently the Korea Land and Geospatial Informatix Corporation), where he completed his three-year term. In 2014, he took office as the president of the Korean National Transport University by an election of its members, completed his four-year term, and returned as a senior advisor to Shin & Kim in April, 2018.
