From 1979 to 2001, Mr. Yong-Hwan Kim served at the International Finance Bureau of the Ministry of Finance where he performed policy-related tasks related to foreign exchange management, international finance, local financing of Korean businesses, exchange rates, and foreign banks. After that he moved to the Securities Bureau and developed the 4-year capital market open-up plan and introduced an international fund for the first time in Korea. From 1995 to 1998, Mr. Kim worked on secondment and gained much experience at the Corporation Disclosure Registration Division and Investment Management Division of the US SEC. Mr. Kim moved to the Financial Supervisory Service (FSS) where he successfully sold Hyundai Investment Trust Securities and Hyundai Investment Trust Management to Prudential of the US and completed the listing of life insurance companies, which had been in dispute for over 18 years.
While serving as the standing member of the Securities & Futures Commission and the Financial Services Commission, Mr. Kim dealt with sanctions and systems for unfair trade practices in the stock market, such as price manipulation and insider trading, etc., and enacted and amended financial laws and regulations across consumer protection, banking, securities and insurance.
As the Senior Deputy Governor of the FSS, Mr. Kim served as the chairperson of the Financial Sanction Review Committee and Dispute Resolution Committee, generally managing and supervising the imposition of sanctions and corporate restructuring.
During his years as the President of the Export-Import Bank of Korea from 2011 to 2014, Mr. Kim led the provision of guarantees and loans to Korean companies entering overseas markets, managed the Inter-Korean Cooperation Funds and organized the Inter-Korean Cooperation Advisory Committee to study the current trends in North Korea and the institutions that would be necessary in case of the Korean reunification. Also, Mr. Kim initiated the EDCF for underdeveloped countries in Southeast and North Asia, and Central and South America and provided active support for the overseas expansion of Korean businesses.
His other activities include supporting Korean businesses operating in Gaesung Industrial Complex in North Korea in various ways and providing financial education and settlement support for North Korean refugees.
Prior to joining Shin & Kim in May 2018, Mr. Kim served as the chairperson of the Nonghyup Financial Group. In such capacity, Mr. Kim jointly participated in large-scale overseas projects with the Export-Import Bank of Korea and other financial institutions, and actively pursued overseas SOC and infrastructure projects in conjunction with foreign investment banks (Brookfield, Macquarie, TPG) and Nonghyup Financial Group CIB. Mr. Kim also oversighted and coordinated the entire business of eight subsidiaries (bank, securities, life insurance, non-life insurance, asset management, capital, savings bank, and futures trading company). In 2016, he implemented the big bath to clean up bad assets of the Nonghyup Bank and to generate huge profits from the Nonghyup Financial Group Inc.
