Ms. Eun Hae Kim is an associate at Shin & Kim, mainly providing legal advice in the area of legislation, policy and regulations.

Ms. Kim served as a research member in the Office of Legal Counsel, Legal Affairs Bureau of the Ministry of Justice, mainly handling the amendment of key laws and regulations under the Ministry of Justice, including the Civil Act, and the Family Litigation Act, accumulated rich experience and expertise in legislation procedures and government bodies during her review of laws and regulations of various government authorities, including the Ministry of SME and Start-Ups, Ministry of Trade, Industry and Energy, the Financial Services Commission, and the Fair Trade Committee, among others, and with her interactions with the National Assembly and other government authorities.

Ms. Kim has been proactively participating in the processes of proposing and researching policies, including the enactment and amendment of laws, based on her expertise in government legislation, since joining Shin & Kim. Furthermore, Ms. Kim is proactively involved in responding to national inspections/investigations of state affairs by the National Assembly, interacting with regulators and engaging in government relations on the back of her experience in proposing and explaining policies, and presenting opinions, to state/public agencies and organizations, including the National Assembly and government ministries and responding to pending intra-ministry issues, including national inspections/investigations of state affairs.

She also advises major Korean conglomerates and multinational corporations on a broad range of legal and regulatory matters. In addition, Ms. Kim has been actively involved in advisory and research engagements for numerous government bodies and public institutions, including the National Assembly Secretariat, the Personal Information Protection Commission, the Ministry of Trade, Industry and Energy, the Ministry of SMEs and Startups, the Korean Agency for Technology and Standards, the Korea SMEs and Startups Agency, the Korea Institute for Advancement of Technology (KIAT), the Korea Internet & Security Agency (KISA), and the Korea Creative Content Agency.
More recently, she has expanded her practice as counsel to various regulatory sandbox initiatives—such as the Industrial Convergence Regulatory Sandbox, the Smart City Regulatory Sandbox, and the Global Innovation Special Zone—providing legal and regulatory advice across emerging industries, including energy, mobility, and artificial intelligence.
