Mr. SeungSang Lee is a partner at Shin & Kim whose primary practice areas include legislative and government affairs, administrative litigation, and antitrust and competition law.

After earning his LL.B. from Korea University and J.D. from Korea University School of Law, Mr. Lee completed doctoral coursework at Korea University Graduate School with a concentration in antitrust law. He has extensive experience in antitrust and competition matters, having successfully represented clients in investigations by the Korea Fair Trade Commission involving unlawful collusion, unfair support practices, violations of the Act on Fair Transactions in Large Retail Business, and the Fair Transactions in Subcontracting Act. As a member of the Public Law Disputes Group, he has also secured annulments of various administrative sanctions, including bid participation restrictions, corrective orders issued by local governments, and penalty points imposed for breaches of construction supervision obligations.

From 2023, Mr. Lee served for approximately 19 months as an Administrative Officer in the Office of the Legal Secretary to the President, where he acted as lead litigation counsel in a wide range of administrative lawsuits involving the Presidential Office. His notable achievements include successfully blocking the unprecedented disclosure of the Presidential Office’s special activity expenses, as well as prevailing in multiple dismissal annulment and removal invalidation cases. He also served as Secretary-General of the Administrative Appeals Committee within the Presidential Office, successfully organizing and managing four committee sessions. Drawing on his experience collaborating with officials from the Ministry of the Interior and Safety, Ministry of Trade, Industry and Energy, Financial Services Commission, Financial Supervisory Service, National Tax Service, Korea Fair Trade Commission, Ministry of Government Legislation, and other government agencies, Mr. Lee now plays a key role in Shin & Kim’s Legislative and Government Affairs Team.
