Ms. Seulki Hong is a Researcher at Shin & Kim, specializing in Official Development Assistance (ODA) analysis and advisory services for infrastructure projects in developing countries, as part of the Overseas Investment & Development Team.

Ms. Hong has identified and overseen ODA projects across numerous countries in Southeast Asia, Latin America, and Africa, and has carried out collaborative initiatives with international organizations and foreign governments. Through her work at the Korea Institute of Construction Industry Research and the Small and Medium Business Research Institute, she conducted infrastructure investment policy research and provided policy advisory services to developing nations, building extensive practical expertise across development cooperation and overseas infrastructure projects. Drawing on this experience, she offers comprehensive advisory services ranging from feasibility analysis of overseas investment and development projects to the review of international organization procurement and contract structures.

She holds a Master's degree in Public Policy from Seoul National University and has completed doctoral coursework in Public Administration, maintaining a dual focus on research and practice in the fields of international development and policy. Based on this expertise, her capabilities have been recognized externally, including receiving the Minister's Commendation from the Ministry of SMEs and Startups in 2024.
