Mr. Changhee Yi is a Senior Advisor at Shin & Kim, and provides advisory services on defense policy, defense acquisition policy and systems, force planning, program management, research and development, foreign military sales, and defense exports.

Mr. Yi was commissioned as an Army infantry officer upon graduating from the Korea Military Academy in 1984 and served for approximately 34 years. Following his battalion command, he was selected as a specialist officer in the defense capability improvement field, serving in key positions related to defense capability improvement and acquisition policy at the Ministry of National Defense, Army Headquarters, and the Defense Acquisition Program Administration (DAPA). Notably, in 2004, he served as the secretary of the Defense Acquisition System Reform Task Force under the Office of the Prime Minister, participating in the development of defense acquisition system reform measures, the amendment of the Government Organization Act, and the enactment of the Defense Acquisition Program Act. After the establishment of DAPA, he held key positions including Chief of Staff, Deputy Director of the Strategic Innovation Planning Group, and Chief of the Acquisition Policy Division, contributing to the establishment and advancement of the defense acquisition system.

Following his retirement from military service, he served as Vice Chairman and Secretary of the Defense Reform Committee, participating in the formulation and implementation of the government's defense reform policy. As President of the Defense Agency for Technology and Quality (DTaQ), he led initiatives to advance technology planning, quality management, and defense export support systems, as well as the establishment of the Korea Institute of Defense Technology Promotion and Support (IDTPS).

Drawing on this extensive experience, he currently provides advisory services across the full spectrum of defense capability improvement programs, including defense policy and program management, technology development and fielding, and defense exports.
