Mr. In-Hyoung Cho is a partner at Shin & Kim, and his main areas of work are state contracts related to national defense and the defense industries, delay damages, sanctions against improper contractors, offset trade, designation of defense contractors, and military crimes.

After passing the judge advocate appointment examination with the highest grades in 1996, Mr. Cho worked as a judge advocate at the Air Force and the Defense Acquisition Program Administration for over 20 years. He was active in various legal fields related to national defense and defense acquisition programs, including acquisition projects, military crimes, disciplinary actions, state compensation, and the Military Administration Act. In particular, he was in charge of general legal affairs related to warship projects, including the combat ship project, KDX project, landing ship business, high-speed ship business, and submarine business, and served as a standing member of the Contract Deliberation Committee, Business Division Working Committee, and International Contract Deliberation Committee, responsible for imposing sanctions and fines on improper contractors.

After joining Shin & Kim, Mr. Cho has accumulated extensive experience while successfully leading many disputes involving many lawsuits and advice related to various issues such as bidding disputes, delay damages, disciplinary sanctions against inappropriate contractors, designation and cancellation of defense contractor, and offsets. In addition, he performed a number of services to improve the defense acquisition program system for the Defense Acquisition Program Administration and the Defense Industry Promotion Association, and conducted many military-related investigations and criminal lawsuits, including on the disclosure of military secrets, obtaining numerous non-indictment and acquittal decisions.

Mr. Cho graduated from Hanyang University School of Law, obtained a master’s degree (LL.M) from the University of Minnesota Law School, and completed the Judicial Research and Training Institute as a 12th term judge advocate. After joining Shin & Kim, Mr. Cho served as an outside commissioner of the Defense Acquisition Program Administration’s Cost Accounting Deliberation Committee, a court case interpretation commissioner at The Law Times, an adjunct professor in the Department of Aerospace System Engineering (lectured on aviation law) at Sejong University, a commissioner of the Ministry of National Defense’s Integrity Defense Public-Private Council, and a commissioner of the Petition Deliberation Council at the Ministry of Defense’s Criminal Investigation Command.
