Mr. Hong-Hwa Jeong is a senior counsel at Shin & Kim, and his main practice areas are Energy, Resources and Corporate.
After 16 years of public service as prosecutor, during 2 and a half years from 2006, Mr. Jeong operated his own law office and served as a partner in a law firm specialized in finance. Thereafter, during 14 years from 2008 to 2023, as the head of Legal Office (13 years) and the legal advisor of Korea Electric Power Corporation (“KEPCO”), the largest corporation owned by the Korean government, Mr. Jeong was (i) involved in advices and litigation related to the Act on the Management of Public Institutions, the Act on Contracts to Which the State is a Party, and the Rules on Contract Affairs of Public Corporations and Quasi-Governmental Institutions in connection with operation and procurement of KEPCO, and (ii) generally in charge of legal advices, litigation and legislative matters related to the Electric Utility Act, the Electrical Construction Business Act, the Act on Acquisition of and Compensation for Land for Public Works Projects, the Environmental Impact Assessment Act, the Act on the Promotion of the Development, Use and Diffusion of New and Renewable Energy, and the Energy Use Rationalization Act in connection with construction and operation of electric power facilities, such as power generation, transmission, distribution and sale, electricity trading at electricity market, electricity charges, and other general matters related to electricity industry.
Mr. Jeong also advised KEPCO on its domestic and overseas new energy industries related to carbon neutrality and energy transition, such as gas combined power, solar power, offshore wind power, fuel cell power, project for demand management and energy efficiency improvement, and installation and operation of electric vehicle charging facilities, and have experiences on legal advices required for overseas resources development projects, construction and operation of overseas electricity transmission and distribution facilities, contract and construction of UAE nuclear power plant, and international arbitration cases related thereto.
During one year of 2022, as the legal advisor of KEPCO, he was recognized to have expertise in industrial safety laws by lecturing in, more than 50 times, and answering questions about the Serious Accidents Punishment Act and the Occupational Safety and Health Act at head office and business offices of KEPCO.
