Mr. Seongjin Kim, Partner at Shin & Kim, focuses his practice on national defense, defense acquisition, and government contracts. He advises clients on a broad range of matters, including advisory, litigation, investigations, and criminal defense matters in these sectors.
After completing the Judicial Research and Training Institute program, Mr. Kim served for several years as a military legal officer, during which he handled a wide variety of legal issues relating to national defense and defense acquisition programs. In particular, while serving at the Defense Acquisition Program Administration (DAPA) and the Republic of Korea Navy Logistics Command, he reviewed legal issues arising throughout the lifecycle of major weapons systems, including acquisition, operation, maintenance, and sustainment. Through these experiences, he developed extensive expertise in the defense industry, government contracts, and public procurement.
Mr. Kim also served with the Joint Investigation Unit for Defense Industry Corruption and the Ministry of National Defense Prosecutors’ Office, where he was responsible for investigating and prosecuting cases involving defense acquisition and national defense matters. As a result, he possesses substantial practical experience in managing criminal and compliance risks faced by defense contractors and provides sophisticated legal counsel in the areas of investigations, enforcement actions, and crisis management.
Immediately prior to joining Shin & Kim, Mr. Kim served as a prosecutor at the Corruption Investigation Office for High-ranking Officials (CIO), where he handled investigations and prosecutions involving official misconduct and corruption by senior public officials. Leveraging this experience, he advises clients on a broad range of criminal, regulatory, and compliance matters involving government agencies and the public sector, while also providing strategic counsel and dispute resolution services to participants in the defense industry.
In addition, since 2026, Mr. Kim has served as a civilian member of the Presidential Commission on Future Defense Strategy, where he participates in the formulation of policies and institutional reforms concerning national defense, security, and the defense industry. Drawing on his deep understanding of the rapidly evolving security environment and defense policy landscape, he provides strategic and practical solutions to corporations and public institutions facing complex legal and regulatory challenges.
