Introduction

Mr. Byung-Chul Choi is a senior advisor at Shin & Kim, mainly practicing in the areas of Healthcare & Life Sciences.

Prior to joining Shin & Kim, Mr. Choi served as a full-time drug reviewer of the Medical Review and Evaluation Committee at the Health Insurance Review and Assessment Service (HIRA) for more than 16 years, working on insured drugs from January 2009 to February 2025.

Specifically, he served as Director of the Pharmacology and Pharmaceutical Division of the Medical Treatment Review Committee, where he conducted the Pharmaceutical Care Benefit Review, and as Chairman of the Expert Advisory Committee on Pharmaceuticals. With respect to pharmaceutical management, he provided expert scientific advice to various subcommittees on pharmaceuticals, including the Pharmaceutical Care Benefit Evaluation Committee, where he contributed to the establishment and amendment of public notifications for new and existing drugs, advised on risk-sharing drugs, conducted financial impact evaluations of drug prices, and performed post-marketing evaluations of drugs.

In addition, he has served on the KFDA’s Central Pharmaceutical Affairs Advisory Committee, the Research Service Agencies Evaluation Committee, the Adverse Drug Reactions Review Committee, and the Korea Institute of Drug Safety & Risk Management’s DUR Committee, advising government agencies and public institutions in the areas requiring informed pharmacological judgment.

As an expert in clinical pharmacology, Mr. Choi has acquired comprehensive knowledge on the research, development, approval and distribution of drugs worldwide through his life as a pharmacist, training and education in the U.S. He has continuously observed, studied and researched information on new and existing drugs in Korea and abroad for more than 30 years, and has worked in the field of insured drugs for more than 16 years.

Based on this rich specialized experience, Mr. Choi is expected to provide a strong defense for his clients with respect to the public notifications on insured drugs, the most basic and important standards for drugs covered by the National Health Insurance, applying the academic perspective in key issues such as new listings, changes in criteria, and drug pricing.
