Mr. Haeng Seok Oh is a partner at Shin & Kim. Mr. Oh focuses his practice on administrative litigation and administrative relief (cases related to public contracts, public procurement, public subsidies and various administrative dispositions and sanctions).

Mr. Oh graduated from the College of Law and Graduate School of Law of Seoul National University and then passed the 2nd national bar examination. From 2013, Mr. Oh served as public service judge advocate for the Gwangju District Prosecutor’s Office, Gwangju High Prosecutor’s office, and Seoul Metropolitan Government and carried out tasks related to multiple civil lawsuits, administrative lawsuits, administrative trials and criminal lawsuits.

Mr. Oh joined Shin & Kim in 2016 and has since handled and advised on cases related to public contracts, public procurement, dispositions of the restriction of qualification to submit bids, disposition of sanction against inappropriate business entities, various public subsidies/contributions, public-private partnerships, environment, and fair trade. He gained extensive experience and expertise on various public law and regulation areas. Mr. Oh has also convinced courts to render judgements of acquittal of his clients in multiple criminal cases, and in particular, has considerable experience of successfully handling white-collar criminal cases.

• Represented client in a revocation lawsuit against the head of the Public Procurement Service and the head of the Defense Acquisition Program Administration for the restriction of participation in bidding
• Represented client in a revocation lawsuit against anti-dumping tariffs imposed by the Ministry of Trade, Industry and Energy and the Ministry of Strategy and Finance
• Represented client in a lawsuit for cancellation of the National Institute of Technology and Standards' suspension of certification
• Represented client in a lawsuit in which maritime boundaries between local governments were questioned
• Represented client in a lawsuit for cancellation of a local government decision attributable to a public water landfill
• Represented client in a lawsuit for cancellation of the proper notification disposition of the waste treatment business plan filed by residents near the waste incineration plant business site
• Represented client in a lawsuit for cancellation of the designation of a joint delivery center under the Distribution Industry Development Act
• Represented client in a lawsuit for cancellation of the application for approval for the construction of general logistics terminals under the Logistics Facility Act
• Represented client in a lawsuit for cancellation of the Fair Trade Commission's corrective action and order to pay fines on the grounds of collusion
• Advised on how to respond to the Board of Audit and Inspection’s request for audit
• Advised on the possibility of extension of a free-of-charge use period based on contributed acceptance
• Represented client in cases related to white-collar crimes committed by officers/employees of major large companies
