Introduction

Mr. Haeng Seok Oh is a partner at Shin & Kim, specializing in telecommunications, media, and technology (TMT), data privacy, antitrust law, and a wide range of administrative litigation and both civil and criminal disputes.

Mr. Oh graduated from the College of Law and Graduate School of Law of Seoul National University and then passed the 2nd national bar examination. From 2013, Mr. Oh served as public service judge advocate for the Gwangju District Prosecutor’s Office, Gwangju High Prosecutor’s office, and Seoul Metropolitan Government and carried out tasks related to multiple civil lawsuits, administrative lawsuits, administrative trials and criminal lawsuits.

Since joining Shin & Kim in 2016, Mr. Oh has handled numerous cases involving public contracts, public procurement, sanctions against disqualified entities, and related administrative litigation, administrative appeals, and civil and criminal disputes. This extensive experience has given him deep expertise in public law and regulatory matters. Recently, he has advised on and litigated extensively in the ICT sector, covering broadcasting, information and communications, data privacy, and antitrust matters. With a strong track record, he has successfully practiced in relation to the Personal Information Protection Act, the Telecommunications Business Act, and the Broadcasting Act.

  • Represented client in a revocation lawsuit against the head of the Public Procurement Service and the head of the Defense Acquisition Program Administration for the restriction of participation in bidding
