尹垣基

Mr. Wonki Yoon is a Partner at Shin & Kim. Mr. Yoon provides legal services in corporate criminal matters involving finance and securities, mergers and acquisitions, fair trade, and serious accidents, as well as advisory services on legislation and on matters before the National Assembly and government ministries.

Mr. Yoon served as a prosecutor for approximately 18 years, during which he handled the investigation and trial of a wide range of corporate criminal cases, including financial and securities crimes, crimes involving M&A transactions financed entirely with borrowed funds, embezzlement and breach of trust, serious accidents, and labor-related offenses. In particular, while handling financial and securities cases at the Seoul Southern District Prosecutors' Office, he gained substantial experience in capital markets investigations. Throughout his career, he dealt with a broad spectrum of criminal law issues arising in the course of corporate activities.

Mr. Yoon also held key positions at the Ministry of Justice and the Supreme Prosecutors' Office, where he was responsible for the enactment, amendment, and authoritative interpretation of criminal statutes, as well as institutional reform and major policy issues. He served as Director of the Criminal Legislation Division and Head of the Policy Planning Group at the Ministry of Justice, and carried out legislative and policy work in collaboration with the National Assembly and relevant government ministries. Through this work, he gained hands-on experience in every stage of how laws and policies are formed and implemented.

Drawing on his investigative and policy experience, Mr. Yoon advises clients on responding to criminal investigations and trials, as well as on a range of pressing issues, including capital markets investigations and sanctions, criminal matters arising from fair trade issues, and criminal issues related to serious accidents and HR and labor matters. He also advises on legislative and policy matters, including those requiring the enactment or amendment of laws or institutional reform, and on responding to the National Assembly and government ministries.
