1. Former Presiding Judge Junseok Yoon Joins Shin & Kim

In March 2026, Shin & Kim's Tax Group welcomed former Presiding Judge Junseok Yoon, further strengthening its tax controversy and advisory practice.

Before joining the firm, Mr. Yoon served as a Presiding Judge at the Jeongeup Branch of the Jeonju District Court (Judicial Research and Training Institute Class of 39). Throughout his judicial career, he handled a broad range of civil, criminal, administrative, and family law matters while serving at various courts, including the Seoul Administrative Court, the Seongnam Branch of the Suwon District Court, and the Tongyeong Branch of the Changwon District Court. During his tenure at the Seoul Administrative Court's specialized tax division, Mr. Yoon presided over numerous tax disputes and developed extensive expertise in tax litigation. He also authored several leading judicial practice references, including Administrative Practice Manual, Environmental Litigation Practice Guide, and Practical Guide to Administrative Judgments, reflecting his deep practical knowledge and academic insight.

In addition to his judicial experience, Mr. Yoon has established a distinguished academic career in tax law by earning both his LL.M. and Ph.D. in Tax Law from Seoul National University. His scholarly contributions to international tax law—including publications such as International Tax Regimes and numerous academic articles—have earned him prestigious academic awards in Korea, including the Emerging Scholar Award from the Korean Branch of the International Fiscal Association (IFA), the Tax Scholarship Award from the Korea Tax Institute, and the Hong Jin-Ki Legal Research Award. His combination of judicial experience and academic expertise enables the firm to provide clients with sophisticated and practical advice on complex domestic and cross-border tax matters.

 

2. Former Commissioner of the NTS Seoul Regional Office Seongbin Yim Joins Shin & Kim

Shin & Kim's Tax Group has strengthened its ability to provide comprehensive, one-stop services encompassing tax audits, tax advisory, and tax controversy matters with the addition of Seongbin Yim, former Commissioner of the NTS Seoul Regional Office.

Mr. Yim received both his bachelor's and master's degrees in Business Administration from Seoul National University. After passing the 37th Higher Civil Service Examination, he devoted more than three decades to Korea's tax administration and held a number of senior leadership positions, including Commissioner of the NTS Seoul Regional Office, Head of Investigation Bureau IV of the Seoul Regional Office, Head of the Corporate Taxation Bureau of the NTS, and Head of the International Investigation Division of the NTS. He also served in the Investigation Division at the NTS headquarters and Investigation Bureau I of the NTS Jungbu Regional Office, building extensive expertise in tax investigations and enforcement.

Throughout his public service career, Mr. Yim played a leading role in planning and conducting tax audits and investigations. His extensive regulatory experience enables the firm to assist clients in proactively managing tax risks and effectively responding to complex tax issues through integrated advisory and controversy services.

 

3. Former Tax Tribunal Official Kun-Hee Yun Joins Shin & Kim

In March 2026, Shin & Kim's Tax Group welcomed Kun-Hee Yun, a Certified Public Accountant and former official of the Tax Tribunal, further enhancing its capabilities in administrative tax appeals.

Mr. Yun began his career with the NTS in 2005, where he was responsible for tax return administration for value-added tax, property tax, and other national taxes, while also conducting tax audits. He later served in the Investigation Division of the NTS Jungbu Regional Office, focusing on corporate tax examinations. In 2012, Mr. Yun joined the Tax Tribunal, where he spent approximately fourteen years handling the review, examination, mediation, and adjudication of tax appeals involving both national and local taxes. His experience across every stage of the administrative tax appeal process provides clients with valuable insight into dispute resolution before litigation.

 

4. Senior CPA Jin-Wook Lee Joins Shin & Kim

Earlier this year, Shin & Kim's Tax Group welcomed Jin-Wook Lee, Senior CPA, whose addition significantly enhances the firm's international tax practice.

Prior to joining Shin & Kim, Mr. Lee practiced at Lee & Ko, KPMG U.S., and Samjong KPMG. He has extensive experience advising multinational enterprises and Korean companies on a broad range of international tax matters, including the application of tax treaties, taxation of international investment structures, and taxation of non-residents and foreign corporations, as well as tax risk assessments relating to capital and corporate transactions. His experience advising both inbound and outbound investments further broadens the firm's ability to support multinational businesses throughout the full lifecycle of international transactions.

 

5. Foreign Attorney Steve Oh Joins Shin & Kim

Shin & Kim's Tax Group has expanded its international tax capabilities with the addition of Steve Oh, a foreign attorney widely recognized for his expertise in international taxation.

Mr. Oh earned his bachelor's degree in Economics from Korea University, his J.D. from Suffolk University Law School, and his LL.M. in Taxation from Georgetown University Law Center. He is admitted to practice in Washington, D.C. and Pennsylvania and is also licensed as a Certified Public Accountant in California.

Before joining Shin & Kim, Mr. Oh advised multinational clients at Deloitte Tax LLP's Washington National Tax Office on complex international tax planning and cross-border transactions. He also serves as a member of the Tax Section of the American Bar Association.

His practice focuses on international tax planning, inbound and outbound investments, cross-border transactions, tax controversy, and international wealth and succession planning. His broad experience is expected to further reinforce the firm's international tax practice.

 

6. Partner Jisung Yi Joins Shin & Kim

Shin & Kim's Tax Group has welcomed Partner Jisung Yi, expanding the firm's integrated business succession practice. Her addition further enhances the firm's ability to advise business owners, family enterprises, and high-net-worth individuals on succession planning, inheritance and gift tax, and shareholder disputes arising from succession and equity transfers. Business succession today has become increasingly multifaceted, extending well beyond the simple transfer of assets to a broad range of complex legal and tax issues, including corporate governance restructuring, management succession planning, inheritance and gift tax considerations, and the prevention and resolution of family disputes. Reflecting this evolving landscape, Shin & Kim continues to strengthen its multidisciplinary business succession practice by combining its expertise in tax, private client, corporate, and dispute resolution matters.

Ms. Yi graduated from Seoul National University College of Law and completed the Judicial Research and Training Institute (Class 42). Prior to joining Shin & Kim, she practiced at Yoon & Yang LLC, where she advised clients on a wide range of corporate disputes and transactions. She also earned an MBA from Korea University's Business School, further enhancing her multidisciplinary expertise at the intersection of law and business. In recognition of her professional achievements, she was named to Asian Legal Business's Asia 40 Under 40 list in 2024.

Ms. Yi's practice includes shareholder disputes, capital markets litigation, financial regulatory matters, and corporate criminal proceedings. Her experience includes a number of significant matters relating to private equity acquisitions of corporate control, shareholder disputes arising from inheritance and equity transfers, and securities disclosure litigation. Her strategic approach to resolving complex corporate disputes is expected to further broaden the firm's integrated offering for clients navigating complex succession and ownership issues.
