Mr. Seung-Hyuck Lee is a partner at Shin & Kim and his practice focuses on administrative litigation and administrative remedies, public contracts, public procurement, state subsidies, and criminal litigation.

Mr. Lee graduated from Korea University College of Law and Korea University Graduate School of Law (majoring in administrative law), and completed the judicial training course at the Judicial Research and Training Institute as a member of the 40th class. Prior to joining Shin & Kim, Mr. Lee served as an advocate at the Ministry of Justice's National Litigation Division, where he handled cases involving dissolution of political parties, disputes over authority, and numerous constitutional appeals. Since 2019, he has served as a member of the Audit Claims Review Committee of the Ministry of the Interior and Safety of Korea.

Since joining Shin & Kim, Mr. Lee has handled a number of cases involving public law disputes, particularly cases seeking revocation of sanctions and suspension of execution (e.g. restrictions on bid participation, business suspension, restrictions on business participation, revocation of direct production confirmation, revocation of certification, return of subsidies, corrective orders, and fines), public procurement and contract-related cases (e.g. provisional disposition for suspension of bidding procedures, disputes related to national and local contracts, and applications for adjustment of contract prices), and cases involving various charges (e.g. causer’s liabilities, traffic congestion charges, and development charges). In the field of criminal litigation, he has focused on property crimes such as embezzlement, misappropriation, and fraud, and crimes relating to public officials such as bribery and abuse of official authority.
